The Committee on Land Administration in Plateau State, established under the leadership of Barr Isaac Dimka and inaugurated by His Excellency, Governor Caleb Mutfwang, serves as a pivotal body tasked with addressing various challenges in land management within the state. With a comprehensive mandate outlined in its terms of reference, the committee is committed to investigating and rectifying issues such as illegal land development, unauthorized encroachment, questionable land acquisitions, and irregularities in land allocation and sales. Additionally, the committee aims to ensure transparency, fairness, and accountability in compensation for land acquisitions, while also examining concerns related to mining site annexation and double allocation.

Public Announcement

This is to inform the general public that the high-powered Committee on Land Administration in Plateau State recently inaugurated by His Excellency, Governor Caleb Mutfwang, under the chairmanship of Barr Isaac Dimka is hereby calling for written submissions of memorandum in respect of the committee’s terms of reference which includes to…

  1. Investigate the circumstances surrounding the acquisition and allocation of land within the Jos -Bukuru Greater Master Plan
  2. To look into the issues of illegal development in Government Estates, lands and setbacks.
  3. To ascertain the authenticity of Land/property said to have been acquired based on overriding public interest and identify the beneficiaries of such allocations
  4. To investigate the issues of demarcation, allocation and sales of land within Government Reserve Areas across the State
  5. To look into issues of encroachment on Lands owned by the Government or other public institutions
  6. To look into the issues of annexation of mining sites/quarters across the state
  7. To look into issues of revocation, double allocation and land-grabbing
  8. To identify individual groups or persons’ complaints in these transactions
  9. To look into issues of compensation made on land acquired across the state and establish outstanding (if any)
  10. Any other recommendation that may help the Government in managing land-related issues.

By this notice, all written memorandum should be submitted to the Chairman Committee on Land Administration, Conference Room Ministry of Lands survey and town planning Joseph Gomwalk Boulevard Jos Beginning from 28/3/2024 as the committee will commence sitting on 2/4/24.

10 spirally bonded copies of such memorandum are required and soft copies should also be forwarded to the committee’s email address at plsglandcom@gmail.com

Born on 25th February, 1954, I attended St George's Anglican Primary School, Sabon Gari, Zaria,(1960). St Paul's Anglican Primary School, Bauchi, (1962-5). St Luke's Anglican Primary School, Jos.(1966). In January,1967 I was admitted to St John's College, Jos and I graduated in December, 1971.
I proceeded to Abdullahi Bayero College,(ABU) Kano in January,1972 for my School of Basic Studies. In October, 1974, I was admitted into Faculty of Law, Ahmadu Bello University, Kongo Campus, Zaria and graduated with the Bachelor of Laws(LLB) degree in June 1977. I then proceeded to the Nigerian Law School, Lagos and was called to the Nigerian Bar on the 8th July, 1978.
I did my compulsory National service NYSC between 1978-79.
On returning to Jos, I joined the firm of Ibrahim Hamman and Company for one Year before setting up private practice with some colleagues in Jos. I subsequently established the firm of Isaac Dimka & Company as Principal Partner /Consultant. I served on the Plateau State Land Use and Allocation Committee for about 11 years. I have also served in several Government committees, probe panels, and Transition committees.
In February, 1994, I was appointed Attorney- General and Commissioner of Justice of the old Plateau State comprising of Nassarawa and Plateau States.
In December, 1996, I joined Union Bank of Nigeria Plc as Principal Legal Officer. I also served as Company Secretary of the conglomerate for about 8years and rose to be Deputy General Manager, Legal Services as well as Legal Adviser of the Bank.
While in the bank, I did a full conversion to banking and was awarded HCIB by the Chartered Institute of Bankers.
I have attended several courses in Nigeria and abroad amongst which are:
- Lagos Business School-:Pan Atlantic University, Lagos
-Columbia University, Graduate School, New York, USA
- University of Chicago, School of Graduate Studies, Chicago, USA
- London School of Business.
I retired on attainment of the retirement age of 60 in February, 2014.
I am currently the Principal Partner and Consultant of D & D Partners, Attorneys in active Legal practice in Lagos, Abuja and Jos.

I am widely travelled, and have visited several countries eg South Africa, Kenya, Singapore, UAE, Germany, France, Holland, Hungary, Serbia, UK and USA.
I am a member of Nigerian Bar Association, Members Commonwealth Magistrates and Judges Association and the Chartered Institute of Bankers.
I am a member of Plateau Club, Jos. Lamingo Golf Club, and Rayfield Golf Clubs, Jos.
I love watching football and I play golf.

Dr Sumaye Fadimatu Hamza

Member

Dr Sumaye Fadimatu Hamza a Fellow of the Ford Foundation Program and a retired permanent secretary with the Plateau State Givernment has a PhD in Education policy analysis from the University of London through sponsorship by the Ford Foundation Programme. Dr Hamza has undergone trainings in the area of conflict sensitivity as well as Gender Equality and Social Inclusion within and outside Nigeria. Hamza a Social Justice advocate has experience in social protection sectors and participated in developmental activities and related areas in and outside Nigeria. Furthermore, her skills and expertise in the area of capacity building, mentoring young people, strategic/ operational planning, social mobilisation, Social Protection, humanitarian service, research and documentation makes her fit for work within a wide range of horizon.

Grace Garba Audu

Member

Grace Garba Audu is a member of the Nigerian Institute of Town Planners (NITP) and a Registered Town Planner with the Town Planners Registration Council of Nigeria (TOPREC).

She holds a master's degree in Urban and Regional Planning from the University of Jos. Her experience in urban and regional planning led to her involvement in the development of the Plateau State University (PLASU) Master Plan, the survey and design of street names within the Greater Jos Master Plan sectoring the Jos-Bukuru metropolis, and participation in the final review and submission of the Greater Jos Master Plan by Fola Konsult.

Additionally, she has served on various committees in the Plateau State chapter of the Nigerian Institute of Town Planners, including the committee on the review of the reconstruction of the Jos burnt Main Market, where she served as secretary.
Grace is also a lecturer and researcher, focusing on Urban Green Infrastructure and its integration in master plans, as well as strategic urban and regional planner

Prof. Joel Barde

Member

Prof. Barde was born on the 21st June 1965 at
Mangun District of Mangu Local Government Area of Plateau State. He attended Transfer Ekan Primary School Namu in Qu'an Pan Local Government Area and completed in
1981. He later gained admission into
Government Secondary School Namu from
1981-1986 and then proceeded to School of Preliminary Studies Keffi from 1987-1989. He was admitted into Faculty of Law, University
of Jos and bagged a Bachelor of Laws in 1996. Thereafter, he attended the Nigerian Law School from 1997-1998 and was called to bar in February 1998. He worked as legal practitioner in the Firm of G.Ofodile Okafor & Co.(SAN) and Omolade Makanjuola & Co from 1998-1999. He was a legal officer I with the Nigeria Mining Corporation, Jos Plateau State. He has held the following offices/appointments:
1. A magistrate with plateau State judiciary from September 1999-February 2008;
ii. A member of the Plateau State Child's Right Implementation Committee from 2006-2008;
ii. Consulting Editor for International Profiles of Accomplished Leaders by American Biographical Institute, Inc. in 2007. In 2008 Prof Barde was employed by the University of Jos as Lecturer Il and rose to the rank of a professor in 2020. He was the Head of Department of International Law and Jurisprudence from 2017-2020.
Prof Barde has to his credit many published works in reputable local and international journals and has attended and presented papers in several workshops and conferences both within and outside Nigeria. Some of the countries he has visited include:
Israel, Cyprus, Turkey, Egypt, South Africa, Togo, etc.
